Environmental Health and Safety & Nuclear Licensing Manager JOB PURPOSE:

The EHS & Nuclear Licensing Manager is responsible for the Peterborough Fuel Environmental, Health & Safety program and staff, as well as nuclear licensing under the Canadian Nuclear Safety Commission fuel operating licenses in both Peterborough and Toronto.

JOB STRUCTURE & COMMUNICATIONS:

This role reports to the Fuel Operations Director with dotted line responsibility to the EHS & Regulatory Director.

It has direct reports and exposure to government regulators.

This role communicates directly with the fuel director, EHS & regulatory director, managers and employees of the NEC fuel business. This position is the single point of contact for the CNSC and the IAEA under the Peterborough and Toronto nuclear facility licenses.

ACCOUNTABILITIES:

EHS The EHS Manager administers, provides oversight, and drives continuous improvement to the following programs for the Peterborough site; health and safety program environmental management system radiation protection program beryllium safety program security program emergency response program Provide leadership, direction, and oversight to a team of EHS specialists and provides direction to the EHS technician.

Develop and communicate EHS goals for the facility.

Ensure that routine and non-routine operations are evaluated to identify and control hazards.

Ensure that modifications to the facility are evaluated for compliance to EHS program requirements.

Schedule and ensure required periodic audits are completed.

Ensure events are suitably investigated and robust corrective & preventive actions are implemented.

Support regulatory and corporate reporting and auditing.

Ensure that the site safety committees are in place and that their operations are effective.

Drive continuous improvement in programs and safety culture to strive towards best-in-class safety and environmental performance.

Nuclear Licensing Single point of contact to the CNSC for the Peterborough and Toronto Class 1B Fuel Facility Operation Licenses.

Regulatory inspection organization, preparation, response, and follow-up including tracking of actions and commitments.

Administer and track all communication between the licensees and the CNSC and other regulators.

Coordinate and complete the annual compliance reporting for the CNSC, MECP, IAEA, ESDC and other regulators.

Prepare the team for CNSC Commission meetings and hearings, and participate in same.

Conduct gap analysis for new and revised CNSC REGDOCS, CSA, and other standards under the Licence Conditions Handbook.

Lead event reporting and investigation.

Administer the fuel business import and export licenses including applications and reporting.

Participate in public facing events such as community meetings and Community Liaison Committee meetings.

Track and manage CNSC and other regulatory agency commitments and actions to ensure timely resolution.

Conduct licensing basis reviews for facility changes.

Conduct reportability assessments and classification for events.

Administer and continuously improve the uranium safeguards program Single point of contact with the CNSC and IAEA for safeguards.

Administer and improve the program and its execution to meet the requirements of REGDOC-2.13.1.

Develop and improve the management system and ensure that front line BWXT staff are trained and knowledgeable in the requirements to facilitate the TDG movement of nuclear materials between plants and to the customer.

Support the CNSC and the IAEA audits for Short Notice Random Inspections (SNRI) and routine inspections and inventory taking.

Maintain direct commercial relationships with uranium supplier for inventory management, and brokering of uranium sales contracts.

Ensure BWXT obligations under the Nuclear Non-Proliferation Treaty and the Additional Protocol (AP) are fulfilled annually and the prescribe processes are adopted and followed Review monthly uranium inventory and transaction records and submit General Ledger (GL) Records to the IAEA and the CNSC.

Review annual master schedule and update the CNSC and the IAEA as required on any changes through the Operational Program (OP) mechanisms.

Ensure the possession and use of foreign originating uranium is tracked and reported to the CNSC and the IAEA through the Obligated Material Inventory Summary (OMIS) reporting system.

Establishes the duties and responsibilities of staff that support the safeguards program and delegates authority and responsibility as deemed appropriate.

KNOWLEDGE & EXPERIENCE:

Experience leading, implementing and continuously improving the health and safety program in a manufacturing or nuclear operations environment.

Demonstrated competence developing safety cultures.

Familiarity working under the Canada Labour Code Part II considered an asset.

Experience working in a facility regulated by the Canadian Nuclear Safety Commission, or similar highly regulated industry, considered an asset.

Experience in technically complex regulatory environments Experience interfacing with both provincial and federal regulatory bodies.

The work requires a sound understanding of nuclear regulation of facilities, radioactive material as well as federal occupational health and safety regulation.

Must possess ability to manage a professional group, and influence senior management and professionals within the organization.

The incumbent must have the analytical ability to judge the adequacy of safety and adherence to requirements and to participate in the resolution of problems.

The incumbent must have the ability to determine and defend nuclear regulatory and EHS disposition internally or externally.

Excellent written and verbal communication.

The base salary range for this position in Ontario at the start of employment is expected to be between $100,000 and $156,000 per year.

However, the base salary offered is based on local job market factors and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations.

Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits.
