We are currently recruiting for a full-time Contract Specialist to support our Capital Procurement team.

Position Overview The Contract Specialist provides leadership and support to over 400 Member facilities and leads Request for Proposal projects on behalf of Member hospitals to facilitate the acquisition of capital equipment such as ventilators, sterilizers and cautery machines.

This position is responsible for planning, leading and aggregating as much volume as possible into each initiative to maximize savings and increase efficiencies, while at the same time, ensuring that each Member’s individual needs are met.

This position manages a competitive bid process that is fair, transparent and in compliance with applicable federal and provincial legislation and regulatory requirements, including the Broader Public Sector Procurement Directive.

The Contract Specialist also acts as team leader to support technology enhancement projects and leads or assists in the planning, testing and implementation of new systems and technologies.

This position educates staff, creates educational materials, and effectively employs change management strategies to support the successful implementation of new technologies.

Key Responsibilities Direct and Lead RFP Process Leads and manages groups of Hospitals participating in the Request for Proposal (RFP) process in the acquisition of capital equipment.

Provides ongoing support to the Senior Contract Specialist in various aspects of the RFP process.

Prepares procurement documents based on each Member’s requirements and ensures the bid process is fair, open, and transparent and in compliance with current legislation and regulatory requirements.

Provides direction, leadership, and support to participating Members to help mitigate risk and ensure optimal outcomes are achieved.

Plans and leads working group meetings with the participating hospitals as required to ensure successful completion of the project.

Develops evaluation tools using digital technology to assist participating hospitals in the decision-making process.

Follows up with awarded vendors as required to finalize any resultant opportunity agreements to offer best value on the equipment procured to all member hospitals.

Ensures customer satisfaction is a high priority and stakeholders receive responsive and proactive services.

Maintains confidentiality while meeting the needs of all member facilities throughout the RFP process.

Receives sales reports from vendors identifying volumes purchased through opportunity agreements; communicates, confirms and approves rebate amounts for each participating Member.

Database Management Manages/updates membership database.

Develops and maintains databases to create organized lists of pertinent information as required (e.g.

Member Capital Budget Lists, Group Lists, etc.) Receives capital budget lists from Members, clarifies any ambiguous requirements, and accurately enters the data into our database.

Generates reports to identify areas of opportunity and develop procurement schedules for upcoming initiatives.

Project Management, Implementation Strategies, and Change Management Acts as champion for technology process changes and acts behind the scenes to identify issues and craft potential solutions to present to the project team.

Assists in the definition of project scope and objectives, involving relevant stakeholders and helps to ensure technical feasibility.

Conducts research to review, analyze and assess proposed new technologies and functionality to assist with implementation planning.

Works directly with external IT support to address technical issues as they arise during the planning or implementation process.

Leads implementation process of complex technologies that typically affect many users.

Identifies process changes, creates test scenarios and conducts extensive testing of proposed solutions prior to implementation.

Identifies and analyzes risk; develops risk management strategies and escalates issues as required.

Participates in the development of an effective roll-out plan in conjunction with the project team, while ensuring staff are fully trained and accepting of proposed solutions prior to implementation.

Qualifications and Skills Education/Experience University Degree or Community College (2 Year Degree) in either Business or Supply Chain Management 5+ years preferred experience in Public Sector Procurement, Contracting, Strategic Sourcing, Material Management, Project Management, Management experience in a Canadian healthcare related field Certified SCMP Designation or PMP Certification, Public Procurement Designation is preferred Superior customer service and excellent communication skills, both written and oral Demonstrated project management skills and the ability to prioritize competing requirements in order to meet deadlines.

Ability to adapt to changing needs and requirements.

Ability to maintain confidential information.

Excellent analytical and problem-solving skills.

IT savvy, with experience in project management and implementing new technologies.
