Reporting to the Manager, StandardsAssurance this role leads analytics for the Management of Engineering Standards (ES) metrics to support compliance monitoring and support the implementation and administration of risk-based assurance for railway infrastructure in areas of asset class design, construction, maintenance, and operations.
In addition to being responsible for the development of Engineering Standards requirements, classifications, and management strategies, you will also be responsible for data management, maintenance and continued improvement of databases and information management systems in collaboration with EAM SMEs and Asset Lifecycle functional teams.
What will I be doing? Responsible for the extraction of data from primary and secondary sources for use in reporting and analytics of engineering standards performance.
Prepares reports for management stating trends, patterns, and predictions using relevant data and communicate key facts and trends to support effective decision making to initiate and implement management strategies to develop, monitor and assess compliance performance of agency retained and outsourced operations and maintenance contracts.
Responsible for the development of dashboards visual representations and supporting materials to communicate trends, issues, and opportunities with regards to the asset class functions technical requirements and a broad range of internal and external stakeholders and responds to inquiries and requests for information in a timely manner.
Imports, cleans, transforms, streamlines, validates, and models data to improve data quality and ensure data is accurate and relevant, resolves issues with data collection and corrupted data through root cause analysis and supports the development of recommendations for mitigation and improvement initiatives.
Assists in the review and assessment of compliance with asset class engineering requirements, standards, and regulatory requirements by agency delivery divisions and as directed by agency retained and outsourced contracts in areas of design, construction, operations, and maintenance includingreviews of technical documents, reports, and drawings.
Supports the development of data requirements, classifications, and management strategies.
Closely collaborate with and supports the engineering and asset management leads for the development and implementation of data strategies for data modeling and analysis and input data requirements for key performance metrics to measure compliance of implementation -among others-, and assess and provide data on the quality of the technical requirements, engineering standards, identification of gaps in the standards management process and potential improvements.
May supervise several functional staff and working groups, cross functional or project team performing related tasks.
What Skills and Qualifications Do I Need? Completion of a University Degree in Mathematics, Computer, Engineering Science, or a combination of education, training and experience deemed equivalent.
Demonstrated experience in the field of engineering data analysis and team management.
Data Analyst Certifications issued by an accredited university will be an asset Knowledgeable in change and risk management and assessment initiatives.
Able to support the development, selection and communication of metrics and performance results of key performance indicators (KPIs).
Knowledgeable of database design development, data models, techniques for data mining, and segmentation.
Knowledgeable of statistics and statistical packages like Excel, SPSS, SAS to be used for data set analyzing Knowledge in IBM DOORS Requirements Management software is an asset.
Knowledge of data visualization software like PowerBI or equivalent platforms.
